ABOUT THE SONG: In January 1995, Pope John Paul II came to Manila for World Youth Day 1995. The theme for that year was "As the Father sent me, so am I sending you." TELL THE WORLD OF HIS LOVE was written with this theme in mind and was selected out of 85 songs to be the Official Theme Song for that event, which brought together millions of people in what was one of the world's biggest gatherings. The song continues to be sung in churches and during World Youth Day held in various countries.

Paggalang at pag-awit ng Lupang Hinirang
ANG Lupang Hinirang, na ating Pambansang Awit, at ang Pambansang Watawat ang dalawang mahalagang pamana ng Himagsikan ng Pilipinas noong 1896. Kapag inaawit ang Lupang Hinirang, kasabay ang pagtataas ng ating Pambansang Watawat, sa flag raising ceremony at flag retreat sa mga paaralan at sa harap ng munisipyo at kapitolyo sa iba’t ibang bayan sa mga lalawigan ay dapat inaawit nang malakas at may pagmamalaki.
Ang mga kababayan nating naglalakad ay humihinto bilang paggalang at pagpupugay. Kung nasa kalsada, tumatayo nang tuwid, inilalagay ang kanang palad sa kaliwang dibdib at sumasabay sa pag-awit. Ngunit marami ang nakapapansin na nawawala na ang paggalang at pagkanta ng Lupang Hinirang. Tila malamya at maputla ang nasyonalismo o pagiging makabayan.
Nakatawag ng pansin sa marami nating kababayan, nang marinig sa radyo at telebisyon at mabasa sa mga pahayagan, ang paghaharap ng panukalang-batas sa Kongreso tungkol sa wastong pagkanta ng LUPANG HINIRANG na ating Pambansang Awit. Batay sa isinasaad ng House Bill No. 5224 na dapat ay naaayon sa orihinal na areglo ni Maestro Julian Felipe, isang makabayang kompositor at musician na kumatha ng ating Pambansang Awit. Martsa ang tiyempo ng Lupang Hinirang.
Isinasaad din sa panukalang-batas ang mga pagkakataon o okasyon na dapat kantahin ang ating Pambansang Awit: lokal na mga kompetisyon, pandaigdigang kompetisyon na host ang Pilipinas o may kinatawan ang ating bansa; sa sign on at sign off ng mga istasyon sa radyo at telebisyon; at sa una at huling screening ng pelikula sa mga sinehan at bago simulan ang pagtatanghal sa teatro. Ganito rin ang nilalaman ng REPUBLIC ACT 8491. Iniaatas din ng panukalang-batas na ang mga nasa ahensiya ng gobyerno ay dapat isaulo ang mga titik ng Lupang Hinirang gayundin ang mga mag-aaral. Kapag napagtibay ang nasabing panukalang-batas, ang mga lalabag sa probisyon ay magmumulta ng P50,000 hanggang P100,000 at may parusang dalawang taong pagkabilanggo. Pinapayagan din ng panukalang-batas ang pagsasalin ng Pambansang Awit sa mga diyalekto ng iba’t ibang rehiyon ng bansa. Ngunit ang translation ay kinakailangang may approval ng National Historical Commission (NHC) at ng Komisyon sa Wikang Filipino (KWF). Bukod sa mga nabanggit, isinasaad sa panuklang-batas ang rebisyon ng Flag and Heraldic Code of the Philippines.
Kung mapagtitibay ang panuklang-batas, marami ang naniniwala na makatutulong ito na mabago ang masamang asal ng marami nating kababayan at sa maling pag-awit ng Lupang Hinirang. Gagalangin na ang pagkanta sa ating Pambansang Awit. Hindi maikakaila at talagang nangyayari sa mga flag raising ceremony na hindi nasusunod ang tamang tiyempo ng pag-awit ng Lupang Hinirang.
Maging sa mga local at international competition na may kinatawan ang Pilipinas, inaawit ang Lupang Hinirang. Sa maraming pagkakataon tulad ng boksing, ang singer na naatasang kumanta ng Lupang Hinirang ay may kanya-kanyang paraan at istilo. Hindi nasusunod ang martsang himig ng ating Pambansang Awit. Nagkakamali pa minsan sa pagbigkas sa ilang titik ng Lupang Hinirang. At ang isa pang kapansin-pansin, iniiba ng mga singer ang tono. Nakahihiya. Ang sarap katusan at batukan.
Ngayong Hulyo 2, 2017, ang Pilipinang mang-aawit na kakanta ng Lupang Hinirang bago ang sagupaan nina Manny Pacquiao at Jeff Horn sa Brisbane, Australia, maririnig ng ating mga kababayan kung tama ang kanyang pagkanta.
ISANG makabayang kompositor, guro sa musika at rebolusyonaryo si Maestro Julian Felipe. Maihahambing at kapantay ng mga dakilang kompositor sa daigdig na kumatha rin ng kanilang pambansang awit tulad nina Rouget de Lesli, ng France; at Francis Scott Key, ng America. Isinilang sa Cavite City si Maestro Julian Felipe noong Enero 28, 1861. Siya ang bunso sa 12 magkakapatid na anak ng isang latero, musikero at miyembro ng choir sa simbahan. Isang karaniwang maybahay ang ina ni Maestro Julian Felipe. Nag-aral ng musika sa pagtuturo ni Leandro Cosca. Ang pagtugtog sa piano ay natutuhan niya kay Padre Pedro Catalan, isang paring musician at kura paroko ng Cavite. Palibhasay isinilang na nasa dugo ang pagiging kompositor, nagpatuloy sa pagkatha ng mga tugtugin kahit siya ay abala sa pagtuturo ng musika sa mga bata sa kanilang lugar. Nagliwanag naman na parang apoy ang pagiging makabayan ni Maestro Julian Felipe nang simulan ni Andres Bonifacio ang Himagsikan noong 1896. Tinigilan niya ang pagkatha ng mga tugtugin at sumama sa kilusan. Sa pangkat ni Heneral Emilio Aguinaldo.
Nang ilunsad ni Heneral Emilio Aguinaldo ang Himagsikan laban sa mga Amerikano, nakilala niya si Maestro Julian Felipe. Naging daan sa pagkikita si Heneral Mariano Trias. Nang mabatid na isang mahusay na piyanista at kompositor si Maestro Julian Felipe, pinatugtog sa kanya ang “Hymno de Balintawak” na kinatha ng isang Pilipino sa Hong Kong. Hindi nasiyahan sa tugtugin si Heneral Emilio Aguinaldo. Inatasan si Maestro Julian Felipe na kumatha ng isang tugtugin na kapag narinig ng mga Pilipino ay aalab ang damdaming makabansa. Magbibigay ng inspirasyon sa pakikipaglaban sa mga mapanakop na dayuhan. At higit sa lahat, nakapaloob sa tugtugin ang mga marangal na hangarin ng ating lahi.
Makalipas ang anim na araw at gabi, nabuo ni Maestro Julian Felipe ang tugtugin. At noong Hunyo 11, 1898, sa harap ng mga heneral na miyembro ng Gabinete ni Heneral Emilio Aguinaldo, tinugtog sa piyano ang tugtugin. Nagustuhan nina Heneral Aguinaldo at pinamagatang “Marcha Nacional Filipina.” Napagkasunduan na ito ang maging Pambansang Awit ng Pilipinas. Ang pormal na pagtugtog ng Pambansang Awit ay naganap noong HUNYO 12, 1898 nang ipahayag ni Heneral Emilio Aguinaldo sa Kawit, Cavite ang “Araw ng Kalayaan”.
Ang Pambansang Awit ay nagkaroon ng mga titik makalipas ang isang taon sapagkat ang tulang “Filipinas” na isinulat ni Jose Isaac Palma ay ginawang mga lyrics ng “Marcha Nacional Filipina.” Pinagsama noong Setyembre 3, 1899 at inilathala sa “La Independencia,” ang pahayagan ng Unang Republica. Mula noon, ipinahayag ni Heneral Aguinaldo na ang “Marcha Nacional Filipina” at ang tulang “Filipinas” ay ang Pambansang Awit ng Pilipinas.
Isinalin sa Ingles ang Pambansang Awit. Ang unang nagsalin ay si Paz Marquez Benitez, ng Unibersidad ng Pilipinas. Ngunit ang higit na nakilalang salin na pinamagatang “Philippine Hymn” ay ang salin ni dating Senador Camilo Osias at ni Mary Lane, isang Amerikana.
Ang mga makatang sina Ildefonso Santos at Julian Cruz Balmaceda ang nagsalin sa Tagalog ng Pambansang Awit at pinamagatan na “LUPANG HINIRANG.” Ipinahayag ni dating Pangulong Ramon Magsaysay noong Mayo 26, 1956 na ang “Lupang Hinirang” bilang opisyal na bersiyon ng Pambansang Awit. At batay naman sa isinasaad ng Republic Act 8491, ang “Lupang Hinirang” ay aawitin lamang sa wikang pambansa. Isinasaad din sa R.A. 8491 na ang pambansang awit ay dapat awitin maliban sa preceding events of recreation, amusement, or entertainment purposes, sa mga sumusunod na okasyon; lokal na mga kompetisyon, pandaigdigang kompetisyon na host ang Pilipinas o may kinatawan ang ating bansa; sa sign on at sign off ng mga istasyon sa radyo at telebisyon; at sa una at huling screening ng pelikula sa mga sinehan at bago simulan ang mga teatrong pagtatanghal. Ang lalabag sa nasabing batas ay pagmumultahin mula P5,000 hanggang P20,000 at pagkabilanggo.

AT PACMAN FIGHT: ZYRENE PARSAD'S TAKE ON LUPANG HINIRANG
Zyrene Parsad will sing the National Anthem in Manny Pacquiao’s fight against Antonio Margarito in Dallas, Texas on Nov. 13 (Nov. 14, Philippine time). Each and every fight of Manny Pacquiao in this decade has become such important event that there is now even a sideshow to it: Aside from the boxing match on the ring, Filipinos sit up and wait if the singer chosen by Manny to render the Philippine national anthem before the start of the first round will do justice to Lupang Hinirang.
For his fight with Antonio Margarito on Nov. 13 (Nov. 14 in Philippine time) in Dallas, Texas, the singer who will be judged by the Filipino people and the officials of the National Historical Commission of the Philippines (NHCP) is newcomer Zyrene Parsad, who was third runner-up in last year‘s Are You the Next Big Star? contest on GMA 7.
The truth is, singing is Zyrene’s only second interest — next to hosting, that is (she can do both in time). Before she could even finish her Mass Communications (major in production) course at the Assumption, she already had the chance to host a show on cable. Immediately after wrapping up college, she also worked as reporter for NBN-4’s One Morning.
She seems destined, however, to become a singer — a talent she discovered she had as early four years old. Parents Alejandro and Arlene, fortunately, had faith in her singing talent that they made her train with Susana Pichay. At 13, she joined the Metropop Star Search and was one of the finalists. Today, she is a Viva Records talent and only last Sunday she launched her self-titled album, Zyrene.
The road to Dallas, Texas where she will sing the national anthem during the Pacquiao fight began only a few months ago. A family friend, Eric Pineda, Pacquiao’s manager and father of StarStruck winner Enzo Pineda, invited her to sing the national anthem during one investors’ night Pacquiao organized at the New World Hotel for the businessmen of Sarangani. The prized fighter obviously liked what he saw — and more importantly — what he heard when Zyrene opened the event with her rendition of Lupang Hinirang. The next thing she knew, she was in Congress (where Pacquiao holds office as a legislator) and was being sized up another time. Even Jinkee Pacquiao approved of her selection to sing the national anthem in Pacman’s forthcoming fight.
The succeeding weeks became very stressful for Zyrene. Of course, Zyrene is aware that there is already a bill that had been filed to make sure the Philippine national anthem is not bastardized anymore and those who are unable to comply with it face a possible one to two years imprisonment and pay a P100,000 fine. The very thought of jail time is enough to make her shudder. But no way is she running away from the challenge. She will leave on Oct. 29 for the US and will pack with her a Pepsi Herrera Filipiniana dress in red with Swarovsky crystals.
The past several weeks had seen her starting her day singing the national anthem as soon as she gets out of bed. She sings it in the bathroom (I hope there’s no law against that) or at any chance she gets, especially while trapped in Metro Manila’s traffic. Before retiring at night, she sings it one last time to end her day — making sure that she isn’t lacking in practice.
Pasted on the walls of their Las Piñas home are sheets of paper that contain the lyrics of Lupang Hinirang — and those are positioned all over the house — to make sure she doesn’t forget any word or stanza of the Julian Felipe work. Last Thursday, she also sought out Ryan Cayabyab, who had generously volunteered to train her on the correct way of rendering the national anthem.
You cannot fault her for not preparing enough for this huge responsibility. In Dallas, Texas, Zyrene admits that she only has to deal with stage fright, but she plans to overcome that by praying — and praying hard. We’ve suggested to her to seek the intercession of Padre Pio and she plans to visit the saint’s Manila shrine near Eastwood anytime now.
Zyrene is praying not only for a successful rendition of the Philippine national anthem in Texas — and for the NHI and the public to approve of it (otherwise she gets it in the Internet). She is also fervently praying for Manny to win for at least two reasons 1.) That is part of her patriotism and 2.) In this country where people are superstitious and believe in good luck charms, the last thing she wants is for everyone to say that she jinxed the fight — knock on wood!
But I believe so much in Zyrene’s talent. And with all the preparations she’s been doing, she’ll be able to pull it off impressively. She also swears that she isn’t about to sing her lungs out during the performance (read: no birit). To begin with, her forte is acoustics jazz and it’s not her style to do a Mariah Carrey.
Of course, the much ado about the performance of the singer rendering the Lupang Hinirang piece in the fights of Pacquiao had become hysterical.
However, if there is something positive that has come out of this, it is the fact that finally we are giving our Philippine national anthem some attention.
For his fight with Antonio Margarito on Nov. 13 (Nov. 14 in Philippine time) in Dallas, Texas, the singer who will be judged by the Filipino people and the officials of the National Historical Commission of the Philippines (NHCP) is newcomer Zyrene Parsad, who was third runner-up in last year‘s Are You the Next Big Star? contest on GMA 7.
The truth is, singing is Zyrene’s only second interest — next to hosting, that is (she can do both in time). Before she could even finish her Mass Communications (major in production) course at the Assumption, she already had the chance to host a show on cable. Immediately after wrapping up college, she also worked as reporter for NBN-4’s One Morning.
She seems destined, however, to become a singer — a talent she discovered she had as early four years old. Parents Alejandro and Arlene, fortunately, had faith in her singing talent that they made her train with Susana Pichay. At 13, she joined the Metropop Star Search and was one of the finalists. Today, she is a Viva Records talent and only last Sunday she launched her self-titled album, Zyrene.
The road to Dallas, Texas where she will sing the national anthem during the Pacquiao fight began only a few months ago. A family friend, Eric Pineda, Pacquiao’s manager and father of StarStruck winner Enzo Pineda, invited her to sing the national anthem during one investors’ night Pacquiao organized at the New World Hotel for the businessmen of Sarangani. The prized fighter obviously liked what he saw — and more importantly — what he heard when Zyrene opened the event with her rendition of Lupang Hinirang. The next thing she knew, she was in Congress (where Pacquiao holds office as a legislator) and was being sized up another time. Even Jinkee Pacquiao approved of her selection to sing the national anthem in Pacman’s forthcoming fight.

Kakantahin lamang ang pambansang awit tuwing may international competition na pinangungunahan o kinakatawan ng Pilipinas, national o local sports competition, kapag signing off o signing on ng radyo o telebisyon, bago ang pagbubukas ng oras ng trabaho at nagtatapos ang trabaho ng mga emplyeado, bago at pagkatapos ng pagpapalabas ng pelikula, at iba pang okasyon na pinapayagan sa ilalim ng National Historical Commission.
Ang sinuman na babastusin o gagawing katatawanan ang pambansang awit ay mahaharap sa kasong criminal o administratibo o kaya ay multa at pagkakakulong.

Philippines to make enthusiastic singing of national anthem mandatory
The Philippine House of Representatives has approved a bill making enthusiastic singing of the national anthem compulsory.
"The singing shall be mandatory and must be done with fervour," the bill states. The word "mandatory" is not in the existing legislation.
It also provides official music for the tune, which must be adhered to.
Punishment for breaking the rules could include a fine of 50,000-100,000 pesos (£780-£1,560; $2,800-$5,590).
That fine is substantially more than the current minimum and maximum of 5,000-20,000 pesos (£78-£312).
Offenders will also be issued a warning before being publicly "named and shamed" in a national newspaper.
"Any act which casts contempt, dishonour or ridicule upon the national anthem shall be penalised," the bill says.
The bill makes a wide range of other stipulations, including that everyone must stand and salute when the first note of the song, Lupang Hinirang, is played - and requiring the school system to ensure every student memorises the words.
It has now been sent to the country's other house of parliament, the senate, for approval.
Commenting on an earlier version of the bill in April, one of its authors, Maximo Rodriguez Jr, said disrespecting the national anthem often happens in cinemas and shopping malls, where customers stand for the anthem.
"The national anthem embodies and expresses the aspirations, dreams, ideals, longings, commitment and determination, nationalism and patriotism, sentiment and spirit of the people," he said.
The same bill, known as the revised flag and heraldic code, contains many other rules about the display of the national flag and other emblems.
It includes several proposals from a 2010 draft to criminalise improper singing of the national anthem, including a strict requirement to keep the timing between 100 and 120 beats per minute.
